IEEE Canada President's Message

Dear IEEE Canada Members,

As you can imagine, the past few months have been very busy for IEEE Canada as we approach the end of 2009, a remarkable year that marked the 125th Anniversary of IEEE. I was invited by a number of IEEE Canada Sections to share in the celebrations. Among these are the Northern Canada, Toronto, Montreal, Ottawa and Canadian Atlantic Sections. In each case I was very pleased to speak and bring greetings on behalf of IEEE Canada and the IEEE Boards. All these events were well attended. It is worth noting that the Toronto 125th year Anniversary was held in conjunction with the Banquet of 2009 Conference on Humanity, and IEEE Milestone Ceremony for First Cardiac Pacemaker - John Hopps in Toronto, September'09., as well as with Toronto Section AGM.

I represented IEEE President, Dr. John Vig at the 125th Anniversary Celebration held in Cairo recently in conjunction with the 2009 IEEE International Conference on Image Processing, November 7-10, 2009. The talk was scheduled during the Conference Plenary which was well attended with an international IEEE GOLD Members.

At the Fall'09 Region Board Meeting, IEEE Canada Board established an adhoc committee to investigate how it can provide more value to its women-in-engineering (WIE) members and provide direction on how to best realize that value. A report planned for the 2010 Spring Meeting, will recommend a direction with respect to training and support. The committee is chaired by incoming WIE Chair (Behnaz) and currently consists of Katie Wright (CAS), Lori Hogan (Newfoundland & Labrador), Lesley McFarlane (Winnipeg), and Mazana Armstrong (Vancouver). Hopefully this will allow us to stir some action, get support for WIE similar to what is available to GOLD, and then attract and keep more members. One of the things suggested is a WIE congress in Canada, similar to the two Gold congresses. Meanwhile, this year' IEEE/Gold Congress was held in conjunction with the Annual TELUS Students Competition Workshop in September in conjunction with IEEE Canada Region Fall Board Meeting held in London. Ontario.

IEEE Canada Board has created an ad hoc committee for TISP activities chaired by Anander Benyamin-Seeyar and to allocate $2,500 from the 2010 budget to TISP ad hoc committee to run a national level program throughout Canada.

I wanted also to note that IEEE is sponsoring a Regional Student Design Competition for solutions to one of three humanitarian problems as part of the joint IEEE-United Nations Foundation Humanitarian Technology Challenge (HTC). The competition runs from October 2009 to May 2010. HTC aims to develop implementable technological solutions to key challenges in reliable electricity, data connectivity of rural District health offices, and individual ID tied to health records. The competition challenges students to provide a working prototype, scale model, or detailed engineering design specifications for a project that satisfies one of the three challenges. IEEE Canada has formed an ad-hoc committee to explore the need for a Canadian Committee on humanitarian initiatives, and is allocating up to $5,000 for participation of at least one representative at each of the two Humanitarian Technology Challenge workshops to be held in 2010. I also note that a good number of our membership has been elevated to Senior member status, my congratulation goes to all.

Especial thanks to many of the IEEE Canada Volunteers who completed their term of office services this year and welcome the new ones who accepted to fill positions January 1st. It is particularly fitting in my last President's column of the IEEE Canadian Review to acknowledge the dedication and contributions of its Editor-in-Chief, Eric Holdrinet. While we in Region 7 are justifiably proud of all our publications, the ICR sets a standard of excellence unsurpassed by any other Regional publication of its nature. Maintaining the editorial blend of technical articles and member/community news established by his predecessors, Eric has overseen steady enhancements of the Publication's visual appeal. With his recruitment of the very capable Amir Aghdam as Managing Editor and other supporting volunteers, he leads a strong team that will continue to deliver a unique member benefit."

Ottawa Section examines services provided by Inmarsat I-4 satellites

ABSTRACT: The Inmarsat-4 (I-4) constellation of spacecraft has set a new benchmark for Global Mobile Communications. The three 6-Ton spacecraft are powerful - and provide an enhanced traffic-user profile over the Inmarsat Broadband Global Area Network - BGAN. As with existing Inmarsat satellites - but with unprecendented speeds - the service allows people to access e-mails, corporate networks and the Internet - and to transfer files and make telephone calls - along with other data services - from small satellite terminals. BGAN is the first mobile satellite service to deliver broadband data and voice simultaneously through one device. This unique innovation positions BGAN alongside the world's most advanced digital commercial mobile services - for land, maritime and aeronautical applications.

London Section hosts seminar in Energrow-Feed, Fuel & Freedom

Thursday, December 10, 2009, 5:30 - 7:30 pm, N105 Lambton College, Sarnia, ON

Energrow provides Canadian -built farm-scale oil pressing systems. These unique systems enable farmers to take control of their own commodity through direct on-farm processing of high energy and quality bioproducts. Energrow oil presses produce two main products: meal, a freshly pelletized, high energy and palatable feed, and oil, for use in feed, lubrication, crop spray, and even in direct diesel fuel applications. Through the production and use of these products (both on and off farm), producers are able to significant value to their crops. The seminar will discuss the process of on-farm oil pressing, the bioproducts and their applications, as well as discuss examples of recent installations and their value to the farmers.

The speaker, Jasmin Hofer has a BA degree in Honours Arts Co-op from the University of Waterloo specializing in Language and International Trade. She is currently responsible for the development of Energrow's on farm vegetable-oil-pressing systems.

Toronto Section seminar on Near-field Microwave Imaging

THE SPEARKER: Natalia K. Nikolova received the Dipl. Eng. (Radioelectronics) degree from the Technical University of Varna, Bulgaria, in 1989, and the Ph.D. (Electrical Engineering) degree from the University of Electro-Communications, Tokyo, Japan, in 1997. Her Ph.D. studies in Japan (1994 to 1997) were supported by a Postgraduate Scholarship for Foreign Students from the Government of Japan. From 1998 to 1999, she held a Postdoctoral Fellowship of the Natural Sciences and Engineering Research Council of Canada (NSERC), during which time she was initially with the Microwave and Electromagnetics Laboratory, DalTech, Dalhousie University, Halifax, Canada, and, later, for a year, with the Simulation Optimization Systems Research Laboratory, McMaster University, Hamilton, ON, Canada. In July 1999, she joined the Department of Electrical and Computer Engineering, McMaster University, where she is currently a Professor.

Southern Alberta Section Looks at Software Estimation

Abstract: Developing reliable software estimates continues to elude many organizations. Recent studies suggest that over one?third of software projects suffer from schedule and/or cost over-runs severe enough to warrant the projects as failures. One reason for such poor industry performance is that progress in this area has been relatively slow compared to the tremendous advances in technology and software methods over the last three decades. Traditional industry techniques for estimating software projects (e.g. COCOMO II, SLIM) remain highly complex, require non-intuitive inputs, and are geared toward large waterfall projects. The advent of Agile and other progressive-elaboration software methods has seen a trend towards empirical estimation techniques that focus on relatively short iterations, but fail in their attempt to accurately estimate entire software projects. In the face of these difficulties, many organizations continue to rely on naive "seat-of-the-pants" estimation approaches. In response to these issues, Quadrus has developed an easily accessible and accurate estimation methodology that successfully models real-world software projects through the use of simulation and Monte Carlo methods - the next generation in software project estimation.

THE SPEARKER: Brian Donaldson co?founded Quadrus in 1993 and continues his active role as a senior member of the Quadrus leadership team and strategic advisor to Quadrus clients. He began his career as a technical software architect, advancing early to project management, ultimately progressing to overall program planning, IT business strategy and executive management.

236 teams from around the world (around 2800 students in total) took part in the 2009 IEEE Xtreme Programming Contest. Teams from Region 7 placed 10th, 20th, 33rd (U. of Manitoba), 34th, 43rd (U. of Manitoba), 44th, 47th and 61st (Queen's University). Congratulations to the teams for their outstanding effort!

IEEE Canada Member Bob Alden receives history award

The award was presented at the 17 Nov 2009 meeting of the IEEE Foundation Board in Piscataway, New Jersey. These history recognitions are a new program approved by the IEEE History Committee.

2009 IEEE MGA Achievement Award: Amir Aghdam

Amir G. Aghdam received the B.A.Sc. degree from Isfahan University of Technology, Isfahan, Iran and the M.A.Sc. degree from Sharif University of Technology, Tehran, Iran, both in Electrical Engineering. He taught in Sharif University of Technology and Aerospace University in Iran as an instructor for two years, and received the outstanding instructor of the year award in 1992. Dr. Aghdam received his Ph.D. degree from the University of Toronto in 2000 and worked as a development engineer at Voyan Technology, Santa Clara, California from 2000 to 2001. He was a postdoctoral researcher at the systems control group of the University of Toronto for six months and then joined the Department of Electrical and Computer Engineering at Concordia University as an assistant professor in June 2002.

Dr. Aghdam received many awards during his academic career, including the 2009 IEEE Achievement Award, the 2008 ENCS Young Research Achievement Award (Tier II), and the 2008 ENCS Masters Guidance Award at the Faculty of Engineering and Computer Science, Concordia University. He is a member of Professional Engineers Ontario and a senior member of the IEEE. Dr. Aghdam served as Chair of the IEEE Montreal Section and Chair of the Control Systems Chapter of the IEEE Montreal Section in 2005 and 2006, and has been elected chair of IEEE Eastern Canada Area since January 2007. He has published more than 100 refereed papers, books and book chapters, and has received $2.4M research grant since June 2002 (as an individual or joint grantee) from different grant agencies and industry. He is currently an Associate Editor of the IEEE Systems Journal and the Managing Editor of IEEE Canadian Review, and has been a member of the technical program committee for a number of IEEE conferences

His research interests include decentralized control of large-scale systems, multi-agent systems, adaptive switching control, and sampled-data systems.

Northern Canada Section Celebrates the 125th Anniversary

Northern Canada Section is the largest section in Canada embracing Northern Alberta, Northern Territories, Nunavut, and Yukon. Due to the dedication and commitment of its volunteers the section has maintained growing membership for many years. As a result, in June 2009 IEEE NCS received the 2008 MGA Section Sustained Membership Growth Award for success in member recruitment and retention for Region 7. Northern Canada Section origin is traced back to 1955 when Donald Peterson, Paul Gould, and Robert Coleman established Alberta Section. Next year 1956 Northern Alberta section came into existence. In 1972 the Northern Alberta section expanded and the name changed to Northern Canada Section.

The IEEE 125th Anniversary Celebration Dinner took place at the Fantasyland Hotel on September 24, 2009. Members, their families, and friends came to celebrate the accomplishments over the history of the organization. A committee of volunteers led by the section chair Mooney Sherman and other executive members (Sholeh Madani, Pankaj Sharma, John Short, Byron Billay, Ryan Snippet, James Brown, Steven Dytiuk, Irene Cheng, and Rossitza Marinova) worked several months to ensure the event's success.

The celebration dinner event included awards presentation and guest speakers and was attended by almost 100 members and guests. The president of IEEE Canada Dr. Ferial El-Hawary kindly accepted our invitation to travel to Edmonton to represent IEEE at the event. Dr. El-Hawary spoke about the strong leadership in today's world of IEEE and IEEE Canada.

The event keynote speaker was Dr. Axel Meisen, Chair of Foresight, Alberta Research Council. His speech was an inspiring look at future advances in technology. Northern Canada is a place where lots of inventions that changed the world had happened. The device known as radar was built in 1938 by Fred Heath at the University of Alberta. It is being called "the invention that won the Second World War." Another technological breakthrough of the last century was the flat panel display screen developed by Dr. Xingwei Wu in the 1990s.

We are grateful to our predecessors for their strong leadership and vision that has not only made our section great but has also contributed towards the success of IEEE. As well, we are proud to be part of a very strong professional organization that has its presence in one hundred and sixty countries with a membership over 320,000 and is still growing.

Montreal Section Broadcast Technology Society held Distinguished Lecture

On October 21st 2009, IEEE Broadcast Technology Society, Montreal chapter, had the distinct pleasure of hosting the first presentation of the new BTS Distinguished Lecturer Program (DLP) on Digital TV at Concordia University.

The goal of the new program is to foster the discussion and review of the latest advances and practical applications within the field, in order to improve the knowledge base of the members of the society as well as the public.

Building off of last year's successful 2-day seminar on 8VSP with Gary Sgrignoli, a larger than expected crowd of over 100 people attended the day-long seminar, which played host to two exceptional speakers.

To kick-off the memorable day, Dr. William Lynch, Chair of Electrical and Computer Engineering at Concordia University, welcomed the group. The Montreal chapter is grateful for the continued support and partnership of Concordia University in realizing the BTS conferences and seminars.

The morning session began with a captivating presentation by Mr. Guy Bouchard, the Senior Manager of New Broadcast Technologies at CBC/Radio-Canada, and a BTS ADCOM officer. The topic of discussion was the general theory and drivers behind MPEG-2 Transport Streams. Mr. Bouchard's deep knowledge and experience in this area, coupled with his expert presentation skills resulted in an excellent learning experience.

During the lunch break the participants had the opportunity to network amongst themselves and with the distinguished speakers, as well as to discuss the topics of interests.

The second part of the seminar was handed over to the day's distinguished lecturer, Dr. Richard Chernock. Dr. Chernock is currently the CTO at Triveni Digital, driving the technical roadmap for the company whose core business is DTV; in addition to his day job, he is also the chair of the BTS DLP.

The topics which were covered in the second half of the day included

  • Advanced Topics in MPEG Transport Stream
    This part covered advanced topics in MPEG-2 transport stream and PSIP, including the current state of the ATSC standards.

  • DTV Monitoring
    In this part Dr. Chernock discussed techniques for monitoring and analyzing DTV systems, including the ATSC Recommended practice on bit stream monitoring (ATSC A/78). Approaches and strategies for monitoring simple and complex distributed systems were also covered.

  • ATSC Mobile DTV
    In this part Dr. Chernock described the new ATSC standard for Mobile DTV (ATSC A/153) - both the technological underpinnings and some aspects of implementation. The primary focus of this discussion was on the system layers above the RF.

Dr. Chernock's vast knowledge in the area of DTV easily attributed to an incredibly informative afternoon; his vast experiences in lecturing were also evident as he touched on the key areas of each topic.

The Montreal chapter of the IEEE BTS section would like to thank the IEEE Montreal Section for their contribution and support of this event. We would also like to thank again the guest speakers for their excellent presentations as well as the participants for their enthusiastic turnout.

The 2010 IEEE International Symposium on Antennas and Propagation and CNC-USNC/URSI Radio Science meeting will be held jointly on July 11-17, 2010, at the Sheraton Centre Toronto Hotel in Toronto, ON, Canada. The symposium and meeting are co-sponsored by the IEEE Antennas and Propagation Society (AP-S), the U.S. National Committee of the International Union of Radio Science (USNC/URSI) Commissions A, B, C, D, E, F, H and K and all Canadian National Commissions of the International Union of Radio Science (CNC/URSI). The technical sessions, workshops, and short courses will be coordinated between the two groups to provide a comprehensive and well-balanced program. This meeting is intended to provide an international forum for the exchange of information on state-of-the-art research in antennas, propagation, electromagnetic engineering and radio science. Please note that technical sessions are held over five days from July 12 to 16, with workshops and short courses on July 11 and July 17, 2010. 23rd Canadian Conference on Electrical and Computer Engineering

Date: May 2- 5, 2010
Location: Telus Convention Centre & Marriot Hotel, Calgary, Alberta, Canada

CCECE provides researchers, students, and practicing professionals in the area of Electrical and Computer Engineering with a Canadian venue in which they can present the latest technological advancements and discoveries. It is also a valuable opportunity to network, exchange ideas, strengthen existing partnerships and foster new collaborations. CCECE 2010 will feature 7 mini-symposia with papers presented from a broad range of areas in Electrical and Computer Engineering. There will be tutorial sessions in leading topics, plenary talks from senior executives in industry and academia, special sessions in hot topics, social programs, the IEEE Canada Awards and Banquet night, best student paper awards luncheon, and industrial exhibitions.
